That's a good question, it's a vehicle that I went to see in a test drive situation but they were far worse problems than a stiff clutch

I've done a bunch of research in the meantime after posting the question and found several potential causes, including the pressure plate, master and slave cylinders, pedal spring and bushing.

Assuming the easy stuff is working, somebody probably put in and "HD" clutch without really needing it. Most of the HD pressure plates will about double the pedal force required. Nice when you need to hold power, not nice to drive in traffic. Of course, to fix that requires a new pressure plate...

Can't the master or slave cylinders be upgraded to reduce the stiff pressure plate feeling? As an option as well... Maybe not just trying to help think of another solution.

They might have also taken out the squeaky OEM pedal spring and replaced it with a linear. This makes quite a noticeable difference in pushing effort.

Unlikely. If you decrease the bore size at the master (or opposite at the slave), it reduced throw at the clutch - meaning it might not release correctly.

Turns out it's just a bushing to cure a squeaky pedal shaft for me
