Most common VSV to go?

I have replaced my filler neck and still getting codes P0440, P0441 and P0446. My mechanic said it might be one of the VSVs. Which one is the most common to go bad? I know theres 3 and I gotta start with one of them.

My canister is under the hood, so from that perspective it is the one closest to the fire wall on the actual canister.

Your canister is under the hood? I'm pretty sure mine is above the spare tire near the gas tank. Theres 2 VSVs under the hood on the driver side and one on the canister.
 
Yes, mine is. think 99 ½ they started putting them under the hood. My understand is the the two under the hood don't fail very often, but you can easily test them with a couple lead wires and a 9v battery.
 
Mine is a 2002. I'm in Ontario and they're pretty picky on emissions here too so we might have same models as California.
So how do I test these valves?
