Sadly his shop labor is 100 per hour and he charges book time. Not shop time. So if book time is 5 hours and his mech does it in 2 he pockets the extra 3 hours and only pays the mech his hourly wage.

Edit: I should clarify one side or both for that price.

That's pretty standard practice. Very few shops charge how much time it actually takes them.

I’m glad I work maintenance and have access to cable and the parts to make it.

This was my safety device to keep me from driving over the LCA when it completely breaks away from the frame on my 22 mile drive home from work.

That looks like the bottom of the frame rotted away and the LCA bracket lost the strength to hold it there. Quite common in our parts. I have one that came off and the PO had it welded back on. Those kits that are now available would do the job for you . Take lots of photos as I am curious what the inside of your frame looks like I the arch areas.. we see if my theory is correct or not.
