You are entitled to your opinion and I respect that.
However I do need to correct the misinformation -- even in CA, it's not always the fault of the person who rear ends into the car in front. One example would be the stopping distance being abruptly decreased by another vehicle. Don't try to learn this the hard way.
In addition, it is illegal to have object extends pass the overall dimension of the vehicle. This is usually defined as front bumper to rear bumper, and side mirror to side mirror. You can check with your local authorities about this. The only exception would be for cars that carry a different kind of registration (snow plower, construction vehicle, etc.); or in case of trailering, since the trailer is rolling on the ground on its wheels, it would need a plate and registration by itself. So by having a draw attached to the tow vehicle while not in used is considered unsafe and inappropriate by the law.
