Need advice about my wheels?

I bought my 02, 3rd gen 4-Runner limited last year with 17" wheels on it already, I knew they were not OEM, driving is fine except when going very steep highway down hill, bad wobble, front end shakes alot!

Would going back to stock wheel size 16" fix this or could it just be the brakes or rotors?

Does it shake when the brakes are applied only? Or does it shake anytime going down hill? If it only shakes when you're braking, you have warped rotors. (very common on these things.) if it shakes regardless, you have some other issue going on. Could be:
Flat spot in the tires
A bent wheel
A tire out of balance
A bad ball joint
A bad tie rod end
Bad steering rack bushings

^^^just when brakes are pressed, if I replace the rotors or have them turned is it still o.k. to use with 17" wheels, or is this the cause of the problem? Thanks!

Replace them. They're already paper thin which is why they warp all the time. But, if you want to do it "right" do the Tundra brake up grade. Well worth it, it'll pay for itself quickly by not having to replace brakes so often.

^^ so 17" wheels are o.k with just the Tundra brake upgrade?

All 4runners get that brake wobble down hill, or under heavier braking due to their thinner brake rotors. It is the same with the 16" wheels. The tundra rotors are a good amount thicker so they don't warp with the heat as much. I have also heard that Drilled rotors help dissipate the heat better, slotted is ok to as long as the slots go all the way through but I would not recommend drilled and slotted because they have a bigger tendency to crack. Like stated previously, If you want to do the brakes the right way, the Tundra mod is the way to go, but if you are not inclined to doing mods yourself the drilled rotors should help with the over heating prob.

i would just do the tundra upgrade i have 17s on mine and cut the rotors already now time to just replace once it needs pads again there to thin t cut again
