Yeah, i have seen some people complain about this. Not an issue for me (luckily) and i swapped my stock tires for for C rated AT's. I think the issue is a combo of bad balancing and people putting overrated E rated tires on there 4R's.
I took it one step further and went with P rated tires and I love them. I'm on my second set of Wilpeak AT3s and abused them in Death Valley, CO and UT w/o any ill effects. The carcass they use is quite strong and I tow weekly. My GF has the E rated on her 100 series landcruiser and they ride nicely. My ex GF has the same P metric on her GX460 and she loves them too.
