(2) 1-GROUND : ALWAYS APPROX 12 VOLTS
(2) 5-GROUND : APPROX. 12 VOLTS WITH IGNITION SW AT ON POSITION
(2) 4-GROUND : ALWAYS CONTINUITY
First off, why was there a necessity to replace all the wiring behind the dash? Did the vehicle catch fire? Have you checked the fuse for the AC?
Did you replace it the same as it was?
First check your A/C and HEATER fuses. Rewiring frequently blows fuses due to shorts or other boo-boos. If fuses are good, verify what's going on at the heater relay? Do you have continuity at the contacts and power and ground to the coil?:
