Need help on 95 4runner

Hello, I am new to the site and need a little help. I am looking at purchasing a 1995 4runner. It seems to be well taken care of and looks clean. I have been corresponding with the seller and asked if there were and issues with the engine and this is what they have sent me.

"At times it seems to run great and sometimes it almost seems like its lacking power. the engine does not make any noises. it does idle a little high in park or neutral but drops when u put it in gear."

Does anyone have any idea what may be wrong here?

The whole "lacking power" is common for the 3.0. That engine is not a power house. Assuming the truck is not rusting from the inside out and the head gasket is not an issue, go for it, but give her some major love.

Plugs and OEM wires
Exhaust (CAT and O2 sensor)
All new filters (air and fuel)

After that she should run great.
 
The erratic idle could be a TPS , injector, or AFM problem, or simply needs a major tune-up.
Possibly an O2 sensor. If it's the cat conv you're looking at $ to replace it.
While the mileage is low, it seems a lot of $ for a 18 yr old 2wd.
If they salt the rods in winter where you are, rust could also be a big problem.
