Need to reprogram key fob

There's got to be some weird sequence to this. Does anyone have the steps? I put a new battery in it and the tester at Advanced says it is transmitting. No response from the locks at all. It'd be nice if I could use it.

Is your a factory fob. I have replaced my 2001 battery twice and never had to reprogram anything except the radio.
