"Feathering" is commonly caused by incorrect toe in the front wheels. Even after an alignment is done, worn bushings can cause your wheel alignment to shift as you drive. We get service bulletins all the time from our tire vendors and it's become very common with a lot of our semi trucks.
 
everything has been replaced; inners, outers, upper and lower bj's , bushings, etc. the tech said the tire/rim combo was beyond the max for balancing weight. perhaps the tire is bad and causing the problem?
 
Unbalanced tires will cause "cupping" on the tread. Every tire we've ever run into at out shop that had "feathered" tire tread had issues with alignment wether it was an axle issue itself, control arm bushing, torque arm bushings, etc. Now if your r/f tire is "feathering" on the outside edge, that usually means that that tire is "toed in" too much. I understand you just had all of the parts related to your front end changed and an alignment recently done but I'd definitely take my rig back to whoever did the alignment and have them check it again if it were me.
 
Could be a combo of the toe being set in just a bit (normally not enough to cause an issue), but that the camber on that side is too positive.

i've mentioned this before, but could it be the tire? when i first did my suspension, i got it aligned and it was straight and didn't have any tire issues, and the tires were bad/bald. i didn't have problems with the old tires. i get new tires, problems start. i checked and rechecked control arm bushings, rack bushings, struts, etc, and nothing. everything is tight. i am at a loss here.
 
maybe it is the lower control arm bushing are bad on that side either that was the problem on my 4runner 2001 4 mounts ago but the guys have made the alignment didn't check if all the part of the front direction was good at a other place I stop a the guy have a good check and that was to problem so have a pry bar lift the truck just a bit to clear the ground and check the lower control arm bushing front and back . wen you drive there is a excessive force on that part more then on a garage lift
