No CEL in "ON" position, won't start

I have researched this for 2 days, now asking here.

This is an intermittent problem. With key in "ON" position, if CEL doesn't show it won't start. This only happens sometimes.

I have found that if there is no CEL, and I open the hood, when I put key back to "ON" the CEL appears and it will start.

It has died and almost died while driving a few times since Thursday. The CEL does not stay on when this happens, it only flashes for a second.

I am using a buddy's scan tomorrow. Just found out earlier today that I may be able to see stored codes. Thanks.

When you turn the key to ON all the dash lights should come on like a test so you can be sure they work. If the CEL is on while its running then you have a code stored. Since the light is not coming on sometimes with the key in the ON position I'm thinking you've got a bad ground issue or something is up with the ECU.

Yes all other lights come on except CEL when it won't start.

CEL isn't on while running. It only comes on for a second before it dies or almost dies. It hasn't stayed on yet.
