Had a similar issue even with the switch on (which is why I knew it had power), but the wife hooked up a hair dryer and it pulled too much so it blew the fuse. The box it was in was the one under the steering wheel, the mini fuses.

Yup...Ran into this problem while on a 10 day trip in Death Valley. Was powering an Iceco fridge from a 1000W power station. Plugged the power station into the AC outlet in the back of the 4Runner. Pushed the 400W button and during testing before we left, it worked perfectly!
Fast forward to the day of departure, come to find out the fridge is still working, but the power station is not getting ANY juice whatsoever! What the heck?! Messed with that for a good long while. Every single time I shifted from Park to R/N/D etc, the 400W light would go out and I wouldn't have any power to the power station. Great! Trial and error and plugged it into the DC outlet and it worked! At the time, I couldn't figure out the WHY.
Turns out that the AC power draws about 150W which exceeds the max of 100W...while the car is in Drive mode!!! That part made no sense to me, but the engineers at Toyota decided that I can't get my 400W while driving, only parked.
So, don't use the AC outlet, only the DC. You're better off spending a few $$ and getting a portable power station (it'll be more versatile anyways) and using that. If you live in CA, a power station of some sort and portable solar panels to keep things juiced up are almost a necessity (as is a sanity check).

The best solution is to charge your battery bank via the 120v AC and the 12v DC at the same damn time. Most battery banks allow for a usb-c in/out, use the 12v socket and a usb-c charger. This will always be on (mine charges at about 15-25w).
The next step is buying a 90-100w 120v charger, anything higher power will trip the circuit as you mentioned. Plug this into the AC in the back of the 4runner. Now you will have to turn the inverter on every time you want to charge via A/C and it may still trip the 100 watt limit when you put it into drive. Let the charger settle for about a min after you push the button before sifting out of park or nuetral and it should be good to go.
