noise in or under dash of 2001 Toyota 4Runner

I'm getting this strange noise from my dash/glovebox area when the key is turned to the on position or the vehicle is on and running. It sounds like an old desktop computer or an electric motor struggling to cycle. I wonder if it's the air mix servo. Any input would be appreciated.

I to have a odd noise coming from my dash. But I have a 97 And have the cupholders that come out from the console. And one cupholder spring is loose. And I think since the spring is loose, it popped of and is making noise inside.

Does it make that noise when your climate control fan is off?

Mine was making the same noise when the temperatures outside were a little cooler at the beginning of the spring. I'm pretty sure that noise is the actuator that moves the selector for hot cold. When I was researching it I came to the conclusion that it makes that noise when the temperature selector is set close to the outdoor temperature. Why I'm not sure. There were a couple threads about camrys where they were taking apart the motor and lubing it or something and it fixed it. Mine rarely does it and when it does I just move the temperature selector and it stops.

Yup. I made that video with the truck off, key turned to the "on" position, fan off, temp turned all the way to cold, and the vents turned to "up" (top vents only).
