Hey Michael,

The 116 is the load index, which measures a tire's load carrying capabilities. The higher the number, the heavier the load capacity. This is important for towing as well as the weight of the vehicle. Typically, the load indexes of the tires used on passenger cars and light trucks is 70 to 110.
Tire Rack's website has a good explanation of load indexes and speed ratings.

Mike, I looked up the load index for the Revo in the 265/65/17 size. It is 110.
The Nokian WR SUV's load index is 116 for the 265/65/17 size.

E rated REVOs are rated at 121. The higher load rating has no affect on traction in snow. From what I have read, a tire that can have the snow stick to the tire will create better traction. Snow to snow creates better traction. This is part of the function of the sipes on tires.
