I have had good luck with heating the thing up and spraying it with PB blaster (not red hot, just propane hot). The pb blaster catches fire, so be careful, but it has work pretty well. The heat seems to aid with penetration. I have been told you can do the same thing with candle wax.
Since this is exhaust and you shouldn't have anything near it to burn, you can use a O2 oxy torch to heat it up hotter than propane. You can get a little MAPP/O2 torch from Home depot that should do the trick. Get that thing red hot and try to back it out.
