OBD2 port Pin16 is 11.3volts. what's the right voltage?

Hi everyone, I just got an annual inspection today and when I received the paper for the inspection, I noticed that the pin 16 voltage showed as 11.3 volts. I'm just curious if anybody noticed this in your car. I passed the inspection and I am able to start the car without any problem.

can anyone clarify please what's going on?

i thought pin 1 and 16 should have battery voltage
