P0038 Oxygen Sensor Circuit High but not the sensor?

So last week my truck threw a P0038 which is the oxygen sensor bank 1 sensor 2 circuit is reading a high voltage. I replaced the sensor today with a brand new one and the code was still there. I decided to flip the sensors from side to side, but the same code was still there.

So my question is, if its not the oxygen sensor, where else do I look? Maybe trace the wires back and try to find a short or something? Not really sure haha. Any help would be appreciated.

Did you clear the code and it came back? O2 sensor may be a hard code that does not self-clear.

I replaced mine (sensor 1 bank 2) a couple weeks ago. I don't remember the code but that was what it called for. It took about 6-7 driving cycles for the light to turn itself out.
Did you clear it and it came back? If so my statement is obviously not applicable

Yep cleared the code with a scanner both times and it came back after starting the car and letting it idle for about 20 seconds.

High input means open in the harness, ECM is seeing source voltage. Measure the resistance from the harness side connector to the ECM, likely an obvious broken wire under the truck.
