The direction you go will depend on 2 main things, what kind of results you want and how much you're willing to part with. Given that these aren't exactly high-value vehicles (in the grand scheme of things, even rust-bucket beater FJ40's are worth more than 90% of 3rd gen 4runners), it doesn't make a Whole lot of sense to spend lots of money which means be accepting of "make it look acceptable" repairs. But maybe you want near-perfect results and are willing to pay for it, that's a question only you can answer.
Anyway, the short answer is that for a lower cost you'll want a detailer. Not all of them are willing to do paint touch-ups, but there are enough of them out there that you shouldn't have an issue finding one. You'll be getting a 5-foot repair (essentially invisible unless you know what to look for) for under $1000 in most cases, I could see that being done for $500-ish with a basic/quick buff job tossed in (90% of light swirl marks and scratches removed). All done in one or Maybe 2 days.
For near-perfect, you'll want an auto-body business. They'll strip and paint-match, feather in the paint and give you invisible to all but the most educated of paint repair people but you'll be in it for over $1000 (and probably over $3k for what you showed). Plus, you're going to be giving them the vehicle for a week or so.
If you're more flexible on time, look for local trade schools/classes who need things to work on. You can usually get the work done for materials cost, but everything takes longer.
