Unless you drove a long while with the p-brake on it probably just needs an adjustment.

Mines always been weak too. Won't hold the vehicle still at all. Is it an easy adjustment? Do it yourself job?

Your 4Runner does NOT use the caliper or rear pads for the Parking brake. There are a small set of regular drum brake shoes inside the rear disk. They are not self adjusting, they require a manual adjustment to keep them working properly. There is a small star wheel adjuster which you have to access from the front side of the disk, when the wheel is removed. I use a couple of oversize nuts and two of the original lug nuts to keep the brake disk held in place while making the adjustment. Because you said the parking brake pedal goes to the floor, I would also check the cables that apply the parking brake, in case one has broken or rusted through.
