Just FYI to remove it you have to go from the inside out, you need to work around the window linkage (I think I made a post about it many years ago and will look for it) But the point is that its easy to get injured by the window linkage, your fingers can get caught in the gears. I got a really nasty cut on my finger from doing this, so use caution when you remove it!

Can we do a trade? If you'll post a photo of your instrument cluster showing the speedometer and odometer, I'll walk you through the steps I went through to replace this same part on my 99 that I did a month or so ago.
The reason for the photo is that I'm trying to nail down the differences in the speedo/odo since I've got a Canada spec 4Runner but I think the instrument cluster has been swapped.
Anyway, on to the deliverables:
I didn't find the process of removing the license plate garnish all that hard, just a little tricky.
First you'll take off the plastic trim on the inside of the hatch. Remove the bolt on the pull strap and then pop out all the clips. Slide the panel upwards and it comes out.
Remove the black sheet metal pieces with the 10mm bolts.
There's a wiring module and wires connected to one of them, I left the module attached and removed the plugs.
With the sheet metal pieces out of the way, you can see the nuts on the back of the garnish that need to be removed (I think there's two). There's also several clips (maybe 4) that secure the garnish as well.
Getting to the two nuts is the hardest part. The driver side one is easier than the passenger side one. You also have to remove the hatch latch handle and lock linkages and disconnect the electrical harnesses that go to the garnish (license plate lights and the key lock mechanism) in order to remove the garnish.
The passenger nut was the toughest and took me quite a bit of time with a wrench to get it out. I got it loose than rammed by arm up in there to get it off the rest of the way by hand.
I think that those nuts off, you can one by one use needle nose pliers to compress the plastics clips as you push and pull the garnish to get them to push through the hatch metal and free up the garnish.
Once that's done, move the garnish side by side with the new one and transfer the buts you need (key lock, lights, etc).
Install in the reverse order.
Remember to keep the glass window up and have your other doors unlocked in case you accidentally close the hatch and it latches on you before you hook the handle back up.
Wasn't too bad for me and it looks much better.

I found that same part here, (from Japan - a site called Amayama) for a lot less.
I was hoping to hear from someone who'd ordered something from that company before.

Thanks for the info. ToyotaPartsDeal actually delivers to Canada. They just want an arm and a leg for it.
I ordered the part directly from overseas from this site.
The part is a little cheaper ($15) but the shipping is a lot cheaper ($73 vs $28).
