Paulsating brakes

I have a 1998 4runner 3.4 v6, the brakes shake the car at times, some times they fill normal, this has been going on for atleast 6 mounths. ..........Some body mentioned that it could be something is not work in the "antilocking brake system", is this a possibility? ..........I have never heard of this, maybe?

Mine does this. The brakes shake the wheel when slowing from highway speed, but at low speed it's perfectly smooth. I have new pads, rotors, and calipers. But my abs doesn't work either.

Some food for thought if you haven't checked this yet. I had the same symptoms when coming off the highway or stopping more forcefully, but not at during low speed stopping. It was due to uneven wear on the outer edges of my front tires.

When braking harder like you do coming off the highway, the weight of your vehicle transfers forward and puts more force on the front tires. For me, it was causing the unevenly worn outer lugs of my tires to contact the road surface more which resulted in shaking. If I slowed down lightly, there wasn't enough weight transfer to cause it to happen.

For a long time, I thought it was warped rotors until I noticed the tire wear. Once I rotated the tires, it all went away.
 
I had that same problem before when my '96 was stock. Turns out it was a combination of slightly warped rotors and shot front shocks. My ABS works fine but I rarely brake hard enough to get them to activate. Slapped some Billies and Tundra brakes on and voila -
 
For me it was just the brakes. I had to replace my front brakes to get rid of the pulsating.

Good luck on getting it fixed.
