Old thread, but I installed the PIAA H11 LED bulbs for low beam headlights in my 17 Runner recently and I'm really happy with it. I wasn't expecting the intensity of HIDs, but I was surprised, it's actually really close. The PIAA H11 LED kit is fully adjustable to get the best results in reflector type housings, but is already preadjusted for projector type like in newer Gen5 Runners.
The bulb with fan fits easily behind the dust cover, but the problem is that the controller doesn't fit in the headlight housing, so some modification will have to be done to bring the cables out while keeping things sealed. Currently I drilled a small hole in the dust cover, put a rubber grommet, and ran the bulb wire and car side harness out. Then I sealed around and inside the rubber grommet with silicone.
So far so good, I haven't had any problems with condensation getting in the housing, but I'm planning on redoing this installation. I have an extra set of dust covers on the side that I'll be replacing the ones I drilled through, and I plan to back out the car side harness through the factory hole at the bottom of the headlight housing, then plug it with a new flush mount rubber push plug and have the bulb wire come out through that and seal it with silicone for a cleaner install
