Plastic tube in passenger door sill

Anybody know what this is? It's obviously some sort of drain tube, because it looks like it's filled with water. I sometimes have a stale musty odor in my car when it sits, and I was just pulling out my carpet to wash it again when I noticed this tube looked like it has water in it. This may be my culprit.

That's washer fluid for the rear, come from under hood. Probably not your culprit.
