Please HELP

I have a 99 4Runner Limited and am having some fuel issues. Can anyone tell me where the Circuit Opening Relay is? Ive searched the web and all have lead to dead ends. Could someone help me out? Thanks

What kind of issues (fuel) are you experiencing?

The relay, for the fuel pump, is under the fuse box on the left side of the engine bay.
