PLEASE! Need help with braking 1998 4runner

I purchased my first 4 runner (1998) 4 months ago, 200,000 miles in exceptional condition. Came with new Yokohamas and truck has acted like a new vehicle. Here is my problem, I have been driving in Chicago winters in almost every vehicle known to man for 35 years now! Had first 1 inch snow the other day and on the way to work at 5:30 a.m. I almost took out two cars that were stopping at a light, we were all doing about 40 mph. Just barely touching the brakes sends the ABS into overdrive with little to no slowing down. Was able to make it onto a curb to avoid collision. and every light after that, it seemed as though I needed 4 times more stopping distance than every one else.
Another quick note, driving gingerly in 2 rains, truck acts like a light duty pick up going around corners with back end wanting to slide out like it was on ice.

Any ideas would be greatly appreciated!!!
