Power steering issue

When we start are 99 t4r power steering fluid starts leaking out around fill cap
I replaced cap but fluid is still forcing its way past cap seal,after car warms up it seems fine,any ideas? Must be a bypass valve on pump that's not working when cold?

Any chance of trapped air? How old the oil in the pump? if it is old, I'll suggest remove old oil in the pump and refill with fresh oil. Start the truck, turn wheel from lock to lock slowly and turn off the engine. Remove oil in the reservoir and refill fresh oil. Repeat few times.
 
System was flushed a few months back when a new pump was installed?
Only happens when cold , when oil is coming out its really aerated /foamy ?
 
Sounds like air in the system. If the ps fluid is foamy then there is air in ther for sure. Fill res and start motor, turn t he wheel left to right all way several times, shut off and check fuild level. Repeat until no more foam and not over flowing. Fyi toyotas take aft fluid in the ps not normal ps fluid but os fuild will work.
 
Problem fixed today installed 2nd rebuilt pump from advanced auto,
Only thing I see with pump was shaft /bearing was loose with a lot of up and down play compared to new pump maybe sucking air ? Anyhow it's fine for now
See if it lasts.
