power windows / door locks / chairs control / sunroof / back window stopped working

Hello All

I need some help here. All of a sudden all power windows / door locks / chairs control / sunroof / back window and back window wiper all stopped working at the same time. i checked the fuses on drivers side beside the right knee and the fuses under the hood but all seem to be fine. does anybody have any ideas
My car is a Toyota 4runner 1999 limited

First, how did you check the fuses? A visual check is a waste of time. Use a test light, meter, or known good fuse. (Sorry, but "seem to be fine" does not inspire confidence.)

You want to check the 30A Power fuse (top right on aux. fuse panel by driver's knee*) and the 10A ECU-IG fuse.

If those are FOR SURE good, swap out the PWR relay on back of same fuse panel--top right corner. You can use the HEATER, FOG, or TAIL relay from the engine room fuse box--they should be same part number.

*Are right knees and left knees reversed in Canada? Fuse box is on left down here.

Yes i checked the fuses using a "test light meter" and they are all working fine.

How can i get to the PWR relay on the back of the same panel? This is new to me

As for the fuse box location , it was my mistake you are right …. the fuse box is on the left knee (sorry)

Furthermore i forgot to mention that sometimes (NOT ALWAYS) when i press the window switch on both the drivers side on the front passenger side there is a sound as if there is power but not strong enough, This usually happens when the car is parked for more than a hour and i start her up.

The BCM is the Body Control Module, it is built in to the junction/fuse block at your left knee. In order to get to it, you will need to remove the two bolts holding it in. Of course you'll need to remove the lower finish panel first. Not difficult at all. Here is the link to the page you can view to identify the power relay. Look at page 24 of the following:
