When you turn on the headlights, shouldn't there be a light in the PRNDL console that lights up the PRNDL tree??

Yes, there is one. I didnt know I had one till I was doing LED swap for dash and interior lights.

Yep. It's a #74 bulb. If you decide to use an LED replacement, get one that has multiple LEDs on it instead of just one pointing up. That will make the lighting more even.
