Problem With Programming Mode

I've been trying to put my 99 4runner into programming mode for a long time now, I've tried over 20+ times and the doors never cycle. I went to Toyota, and they pretended like they knew nothing and that I would have to pay for an hours service, and they might not even solve the problem. I than tried to put my dad's 2006 Tundra with the other programming instructions, and that car won't cycle the locks. Any help would be much appreciated.

I am finding myself in the exact same situation, i can't get my locks to cycle the first time. I don't know if it is a problem but even the LED on the security panel doesn't light up or do anything.
