I've been driving through these thunderstorms all day. Yes that is what happens in virtually any car if you drive through a puddle that deep at that speed (which has happened to me before, but what happened is what is to be expected). That being said you have three options as I see it.
1) Slow Down
2) 6" lift (which still may not solve anything)
3) Trade in your 4Runner for "Gravedigger" or one of his friends (more extreme option to the one above). At least that way you can run over anything that veers you off the road or causes you to hydroplane.
