is it possible to get a ticket for an unregistered vehicle without ever getting pulled over?

Absolutely, inNYS if your vehicle doesn't have a valid registration sticker and is parked on the street you will definitely get a ticket. If you can find a driveway or park it off the street you'll be much better off!
 
New Jersey does not require you to have a registration sticker on the windshield like New York. All you need is a valid inspection sticker displayed on the driver side of the windshield. As for an unregistered vehicle, you may run into a problem if there is a cop behind you and he decides to run your plate on computer. Since I am not a cop, I don't know what information he can retrieve form the computer.
 
Sorry, can't help you with NJ laws. I know that in VA they don't make any distinction between driving and parking on the street. You can't park on a public street without having all of the required stickers and inspections necessary to drive the car. If you don't have them they will ticket you.
 
I can only comment on CA laws, but unregistered vehicles (or vehicles that ARE registered, but expired over 6 months) can be cited while parked on public property or parking lots with public access (your local grocery store or mall). And if they want to, instead of a citation, the vehicle can be impounded until registration is paid.

As for your citation, based on the sequence of numbers, it seems more like a local municipal code violation, but I could be wrong.
 
it wasn't parked or it may have been when i got caught not sure......the thing was that i thought i renewed the registration online but I guess it didn't go through and I never bothered to check it.. so i was driving around for liek 6 months then one day i get a notice in the mail saying that i missed a court appearance.. anyway I paid the ticket online and followed up on it now i am in the clear.. I guess if it is like a parking ticket then it makes sense but i was never pulled over and i never got a ticket at all for it.
