has anyone tried this on theirs? i was wanting to do it to my 2001 runner but wasnt sure if it has the same bumper as the one this guy flipped.

The 2001's have the same bumper. The tricky part is whether or not you have the same hitch. Most of the later model hitches are welded together as one peice and do not have the 3 bolts on either end of the center section that allow you to disassemble the hitch and flip the center section upside down.
