Rear Door Lock

My rear door lock has quit unlocking when the window is lowered. When you unlock it manually the door still does not open. If feels as though one side of the door is unlocking while the other side is not. Any thoughts on this situation?

the cables can become jammed and keep it from opening best thing to do is pull it out and soak it completely under some pb blast then work the cable loose.
