Removing Fender with Antenna

How do I get the front passenger fender off given the antenna? This is on a 1997 4Runner SR5.

How do I get the front passenger fender off given the antenna? This is on a 1997 4Runner SR5.

Same bolts as the drivers side. The chrome piece on top of the base of the antenna is a nut.

Yeah kurtis is correct. Take a flat head screw driver and gently tap one of those notches counter clockwise and it will break loose and start spinning.
Be very careful not to let it slip and put a scratch in your paint on your fender.
