Repair Bumper Holes (license plate screws)

When I bought my t4r a year ago, there were holes in the bumper from where the previous owner had mounted the license plate, for some strange reason.

As a result, I put my plate there to cover the holes but now I want to move it back down because it looks cleaner. My question is, what's the best thing to do to deal with these holes?

First thought was about how to mount PIAAs so they would use or cover the holes while looking good too. This led to considering a bull bar but I'm still undecided if I like the look or the extra length I can't see but know is there when driving!

Another thought I had was possibly running two LEDs up there and mounting them in or over the holes. Not something I would have thought of unless I had holes to fill!

Fill holes with putty then dab with touch up paint, not perfect but better than going to a body shop where you will clobbered.

puttying the holes and trying to make these disappear is going to be hard without repainting the bumper area.

if the holes are uniformly placed, consider pushing in appropriately-sized "christmas" tree plugs. The black-colored head itself might look OK as is or you could paint the heads with body color before you push these in. This way you're not trying to hide the holes but making it look like intentional design.

if you paint the plastic heads rough up the finish for better paint adhesion.
