second gen 4runner overheating

Okay, Just had the head gasket replaced, new therm, new water pump, timing belts etc on my 3vze 95 runner. It is overheating now when I am driving and keep the rpms below 3500. As soon as rpms go above 3500 the temps go to normal. The fans both work and there is plenty of air circulation, the top rad hose is hot, bottom cool. So what is it? It seems like poor circulation but could it be the water pump not working correct? Or do I have a plugged radiator? None of the replaced items are oem (Oreilly).

I had the same chain of events. Mine was a clogged radiator. I got it checked and the guy said it was toast. New radiator and I was back in business.
