Was just doing some browsing and found out that vehicles are required to have mud flaps...

27600. No person shall operate any motor vehicle having three or more wheels, any trailer, or semitrailer unless equipped with fenders, covers, or devices, including flaps or splash aprons, or unless the body of the vehicle or attachments thereto afford adequate protection to effectively minimize the spray or splash of water or mud to the rear of the vehicle and all such equipment or such body or attachments thereto shall be at least as wide as the tire tread.

Has anyone run into problems with this?

I have the mud flaps off my 95 for about two months now and I haven't been stopped. You should be fine and if you do get pulled over just say you didn't know and will put the on. I got pulled over for my mud flap missing on my 87 in high school, but the cop was just looking for something to ticket me for.

A coworker just got stopped in Huntington Beach and got a fix it ticket. I was told that the rear bumper/ fender or body panel has to come down even with the center of the rear tire or it needs flaps. I have not had a problem yet.

The only things I removed on the bumper painting were the rear mud flaps and the rear bumper cover.

So I typed in "shifter seat 4runner" into google and your thread is one of the first that popped up. I saw your display picture and wondered if you had a build thread. Turns out you did, but there is one problem. You haven't updated it in almost a year and a half!
