Check out the forest service website (Angeles, Los Padres, etc) for target shooting. You can call an appropriate ranger station for more info and conditions, this is what I normally do before I head out. Angeles Forest only has a couple pay to shoot areas, but I'm not familiar. San Bernardino NF has a few areas where you can do some shooting and off-roading. Bee Canyon is my go to. I went through Bee Canyon on Saturday and it's pretty tore up from the rains. The road is washed out in a couple places so high clearance is a must for the time being. I made it through in a stock trail, but not without hanging a wheel.

Bring trash bags and please clean up after yourself though. We don't need to give people a reason to shut these areas down. I usually pack out more than I bring.

How much offloading vs. how much shooting? FS road 1N09 between hwy 330 and 38 had a shooting spot. Big pine flats north of big bear does too. Both might be inaccessible right now due to snow. Call the ranger.

i don't know how far you are willing to go but I came across a shooting area at the end of the Berdoo Canyon, if you are starting from the Joshua Tree Park.

Hodge Rd. off I-15 north of Victorville. On the west side of the freeway is a designated shooting area. There is a large hill where you can setup targets to shoot at safely. :AK47:
There are tons of off roading trails on both sides of the freeway but the east side offers a better variety of terrain.

Tons of spots out here in the desert, in my backyard is both..literally.
And like stated above Berdoo Canyon which is about 10 miles from me and like stated Bee Canyon at the trail head off 74.
