It's prolly because the HOA president (usually some older homeowner in the community) saw you working and has nothing better to do but to go power crazy.
Sux man! Is it specifically stated that you can't work on your car? Also are you working on your car in the garage or outside? I'm pretty sure you can work on your rig if it's inside your garage...
We have assinged parking spaces in an uderground parking steucture. No enclosed personal garage. I heard from prople who have peraonal garages that their HOA dont even allow fixing cars even in those.
