no matter what you put on it, if they want it theyll get it....if you look underneath, you can see how easy it would be to reach up in there with a set of aviator snippers, and cut the cable holding the tire up there - you wud need 2 ppl most likely (one to hold the wheel from falling and the other to cut it).

Bumping ancient thread...
Picked up a short, thick bicycle cable lock from Amazon to lock the spare onto my 4Runner:

Fits perfectly. Loop it through the wheel spokes only (i.e. not around the rim + tire) and lock to the crossmember bracket above the spare. I put some tape over the keyhole to help keep road gunk out of it.
For $8, seems worthwhile.

if they can cut the steel cable holding it up, they can cut the lock as well, don't you think?

Yes, but the cable retaining the spare is thin. Much smaller than the bicycle cable lock.
^^ My reasoning. For $8, why not.
Seems like stealing a spare tire is a crime of opportunity; one snip of the thin winch cable and it's gone.

Dig a hole in your driveway and lay a sheet over it. Sprinkle some dirt or snow on it to blend it with the rest of the ground. When he crawls under the car to get the spare hell fall through the sheet into the hole and you can call the 5-0. If you want to go one step further you can fill the hole with Anti freeze...

put some wood spikes in the bottom of the hole, like the Goonies...
Lot good this did, the company is gone. My spare was also stolen and now I have to spend some money on getting everything back to normal.

What's the anti-freeze for? Humanitarian kindess so they don't die of frostbite?
Honesty, if you want to really protect the spare from being stolen, either a heavy chain/bike lock would work or you could dissassemble the spare tire mechanism and reinforce the cable with a thick steel tube sheath in all exposed areas so that they can't snip it and then reinforce the plate that secures the spare tire at the end of the chain.
The second option is more labor intensive, but I already get annoyed having to drop the tire let alone crawl under and unlock another chain/cable.
