Steering fluid leak?

Have a pretty good steering fluid leak coming from under a brace (?) that is approximate under where the front passengers feet would be. There is a ring around the rack and pinion and a rubber grommet between the bracket and I the actual housing. The leak appears to be coming from under that.

Really hoping that I won't have to replace the entire r and p. One of the boots is torn but there isn't any fluid leaking from there. Any way it's not the r&p?
