To cut and re-flare that you would need to straighten the bend out of the tube to push the fitting on enough to get the flaring tool on it. You also need the right kind of flare for 10mm tube. Your time is too valuable to spend it in a junkyard cutting a fitting off a hard to get at steering rack then trying to flare it on to your old line. Just buy a new pressure hose and if you are going to go the junkyard route get the whole hose hopefully out of a 4runner with the engine already out of it.
