Steering Wheel thight after driving

I can crank the steering wheel with one finger when the truck is cold, but after driving 3-4 miles it becomes more stiff, especially on for parallel parking. I checked power steering fluid - it's fine and pump doesn't make any noise either.
I had similar problems (much worst actually) with my old Grand Cherokee and Chevy Astro, they were making crazy noise when turning the wheel and I had to replace the power steering pump.
Is it pump or something else? Does anyone else had similar issues?

My steering is always really stiff, but on my other 4runner it's a lot looser, but still feels "tight"

I know my steering rack bushings are bad, so maybe that has something to do with it
 
try jacking up the front end and putting it on jackstands. (both front wheels off the groud) and then turn the steering wheel- that way you'll know if you have binding or something somewhere.
