Stock skid mounting tabs?

Does anyone know what these are for? They are complete with weld-nuts, but nothing attached. I have twice now slightly bent this skid from mild impacts, resulting in it howling like a freight train on washboard roads. I've pinpointed the problem to these tabs. If I pluck them, they make the exact sound.

Limiteds have a plastic shield that attaches to those.

It's hard to tell from those pics, but they could be the brackets for the plastic air dam on the Limited's. If you have a Limited... that's a possibility. If not, please carry on...

Stick a bolt in the tabs- may change the resonance to a freq you don't hear.
