Stuck on Clutch Pedal Fix, one bolt mystery

Okay guys,
So I am completely confused here.
I am 99% done removing the clutch pedal bracket. Except for one bolt!
This is supposed to be just a plain bolt that bolts into the metal and holds the pedal bracket up, instead it is a nut and bolt and no matter how much I go at it it's not coming out. It just spins!!

This is the bolt that goes on top just above the actual clutch pedal (near he spring) All the other bolts and pins are off. I see no way of getting to the nut above it to hold it while I loosen the bolt itself and I'm at my wits end.

Any ideas suggestions? I mean, other than removing the whole dash board. Seems it may be my only option to find this mystery nut holding the bolt in place.

Cutting it is not really an option as I couldn't get to it anyway, HELP please, I have the runner disassembled in my drive way. hwell:

Found a partial answer in older threads...

I grabbed hold of the pedal to see where the flex that would cause the crack was happening, and saw that the bolt that goes straight up, above the clutch pedal was moving. It was still bolted in tight, but it was moving. That bolt goes into a little bridge bracket that is tack welded to the under side of the wiper transmission tray. If you remove your cowl screen and look down inside the left hand (drivers side) access hole, just below the left wiper pivot, you will probably see a tear in the metal where that bracket is/was tack welded on. I came up with a down and dirty fix, rather than pulling the dash apart to weld that back together, and my clutch problems have gone away.

I'm guessing this mean My ONLY option IS to take apart the dash board huh? :sobbing:

Any alternatives? ideas? suggestions?

PLEASE guys, still in the drive way pulled apart...

If I do get it off, do I have to have it welded on? any other fixes for this?
