If the wires are long enough, you could put it under the car and plug the wiring into it and select H4 and L4. If the dash lights behave properly, you're probably good. You could also apply voltage to the appropriate connector pins on the actuator and monitor the limit switches. It's a bit fussy to get the actuator to stop in the right place but it's possible. I did this when I jazzed mine with 30 volts to get the motor in the actuator unstuck.
