What makes these Road Legal as opposed to what you can buy at say Autozone?

Street legal means a legal beam pattern - but because of the huge variety of cars and luminaires, Philips starts by testing popular cars with commonly used luminaires which covers the bulk of the market. Here is a list of the vehicles that Philips has already certified the bulbs for:

Expensive for something that replaces reverse or brake lights. If they were headlight bulbs I would care. But this, you'd really have to be a dick cop to give you a hard time about your reverse lights.

That's called a cheapo eBay HID kit that's been installed half arsed and blinds more people than lights up the road. Bling bling yo!
