timing issues

i have a 1988 4runner with the 22RE engine i had a valve job done and i put a new timing chain and tensioner in.
when i went to fire it up it started up easy, however when i went to time it ( i disabled the computer ) i found it was running too far advanced ( the most i could retard it to was 12 degrees advanced). it ran but the back rockers rattled.
then i took the distributer out ,moved it a tooth over, started it up and it ran too far retarded, the most i could advance it was 0.
it runs but it has no power, i tried everything, even junping the spark plug wires, i can get this thing to run right this is the third time i have had this engine apart. im at wits end if i cant get some ideas from somewhere im going to have to sell this crapbox

thanks i think

i double checked my timing chain and found i was 1 tooth off on my cam gear.
now i have the full range in which i can turn the dist. to time this beast.
however i created another problem. i used a jumper to disable the computer so i can set the timing, i set it thn shut the engine off, pulled the neg. battery cable off to clear the codes for a couple of minuets, put it back on then checked the timing.
the computer is not setting the timing......what do i do ?
