Tire vibration and Leaking steering rack

Did you figure out the tire balance issue? Some tires are within tolerance but problematic at balancing. I had commercial Toyo tires that would not balance. After they wore out a different brand easily balanced.

Have you tried active balancers? Tire equal? Active balancers can make noise at parking lot speeds.
