The center hub to fender measurements, before the lift, look right for stock. Don't bother measuring the ground to fender as there are too many variables (tire size, wear, inflation, etc.). From what I recall from doing my lift, the max front lift was 3" unless you were to replace a bunch of parts and rebuild the front end - over 3" will cause damage. I'm at 3" (~22" to 22.5") with a Toytec diff drop and my CVs have very little angle. It will settle with a little driving but I don't think I would drive with that much angle - maybe around the block at most. Even if you fix the CV angle with the diff drop, I think your steering links are a problem and as someone else mentioned, probably won't be able to align. You are probably at least 3" too much lift in the front. I had a similar issue with my lift and I realized the adjustment was opposite what I thought - I was trying to reduce the lift, and I actually increased it. I realized my issue and reversed what I did and got to where I needed to be.
